When choosing, allow extra beyond the area you are covering so you have material to pitch, tie down or overlap.

No, tarps ship on their own. The grommets are in the tarp, but the ball bungees, rope, clips and stakes that hold it down are separate items. Add them to the same order if you need the cover up straight away.

Waterproof. Nothing passes through the material itself. Leaks come from water pooling in a slack section until it finds a seam or a grommet hole, which is why pitching matters. Give the tarp a slope or a raised center so rain runs off.
